The space between the Robert F. Kennedy Bridge and the Hell Gate Bridge is an individual landmark, which means the Preservation will have to approve any structural and landscape design changes. The city’s Department of Parks and Recreation is expecting the design of the first phase to be finalized by the end of the year, with groundbreaking by fall 2018, followed by completion in late 2019. The project is the leg of Mayor ’s five-borough Anchor Park initiative.
